Please reread the post. This is NOT about missed collection. The owner has piled LOOSE grass in the street. No bags, just piles off grass. Not only is this a potential road hazard, but the grass will wash into the stormdrain, blocking flow, causing flooding......
Do not dismiss this as a missed pickup because that is not the issue.
