Public Utilities informs us that this issue has been investigated multiple times and the leak has been found to be "on the private side." They stated that repairs are the home owner's responsibility in such cases. If there are HOA requirements that are not being met, you may want to look into what avenues are open to you under the Association agreements to effect remediation of this ongoing concern.
