As landowner you may remove any part of trees or other plants that extends beyond your property line and into your property - whether growing over or under the boundary. If you think that the trees involved are on City property, and they look to you to be dead and therefore dangerous, you may want to contact Landscape Mgmt at 757-385-4461 to request that they evaluate the trees to determine whether they need to be removed. If a neighbor has a broken/dead tree that you suspect of being dangerous, you may want to contact Code Enforcement for their ruling on the matter at 757-385-4421.
