Can the Salvation Army either help with this (by painting over it), or be held responsible?
It may be on the exterior of the adjacent building, but it's coterminous with the SA property and can only be accessed from there. It's physically possible for the graffiti to have been fabricated only by someone on the Salvation Army property. The SA would seem to be best situated -- financially, and in terms of both access and manpower -- to rectify the problem. Getting that job done, after all, should be our primary objective.
This is a real eyesore that's visible to all traffic exiting the freeway at Broadway; in effect, it disfigures the entire Downtown neighborhood.

More graffiti was painted on 3/26/15. The building owner refuses to abate the existing graffiti for over a year now. Until the City enforces existing law this City will always look like a ghetto full of crappy graffiti.
My next action is going directly to the new Mayor and the City Council.
Citizens ask our tax paid agencies to do their jobs but in cases like this either nothing is being done or communication from said agencies is beyond severely lacking.
