They do have a way. They assigned work order to the issue to someone at DPW, who will come out with someone from Code Endorcement, he/she will verify if in violation if so then send the violation the owner of the number on the sign. I was able to find the owner within 3 minutes of this sign. This is not a matter of "can" the city do something it is matter of "will" they do anything. The City chooses not do anything.
