dog poop. everywhere. it stinks.

every week, there seems to be no less than 5 new poops on First Street between Brunswick and Monmouth that aren't cleaned up by their owners. this one was left on the sidewalk sometime Sunday and from the looks of it, an unassuming driver stepped in it as they were getting out of their truck Monday morning - bad way to start a work week. my son can't use sidwalk chalk at the house now, and it smells more now because it has been disturbed. can JC take steps to enforce rules and penalties about dog pee (not at playgrounds) and poop (owners must pick it up)?
