Description

The light at the intersection of Kemspville Rd. and Dunn Loring Drive changes with no traffic waiting on Dunn Loring or at the church causing traffic to stop on Kempsville for no reason. When it changes, it stays red on Kempsville for too long even if there is a car waiting on Dunn Loring.
