I know for a fact that this is from a church.

I KNOW FOR A FACT THIS IS ONE PERSON, ONE PERSON BASED MAINLY OUT OF NEW HAVEN, BUT ALSO WEST HAVEN, AND IS FOR SURE A ""CROSSING GUARD"" THOUGH THIS WOMAN IS COMPLETELY INSANE AND SHOULD PROBABLY NOT BE NEAR ANY SCHOOLCHILDREN

So, here's your Vandal.... Again, this person has no remorse, and I've personally witnessed her display this type of graffiti over 20 times in 20 different locations, each time no remorse whatsoever. She has been warned by Yale police and NHPD, but defiantly disobeys and proclaims " Christ will protect her from your tyranny" The woman clearly needs help, but untill she gets it, she's going to devalue our city at a hurrying rate..
PLEASE FIX THIS ISSUE!!!!!!!!

It looks like the person is writing his or her message (or God's message)
On a piece of paper then taping the paper to a utility pole .I don't know if that's illegal or not.
I know it's illegal to staple tag sale signs to UI/Telephone poles.I think stapling anything to a tree is strongly discouraged

Oh it IS (as you've described above) paper and tape sometimes, but predominately it is stickers. And even worse and more common is the direct permanent marker on such things as bus stops! This is especially true in New Haven.
