I reported this issue to NYSDOT Region 1. They Responded as follows: We dispatched the R1 Signal Crew to the above sites. Upon arrival at Signal #90, I87 at Exit 10 NB Off Ramp, the program was operating as intended. There is an existing force off loop for Exit 10 SB Off Ramp that prevents traffic from backing onto I-87. In the event that a collision has occurred on I-87 SB, traffic often diverts to Route 9 SB via Exit 10. As a result, I-87 NB Off Ramp will see longer red than usual prompting drivers to assume it is ‘stuck on red’."
