Description

The new traffic scheme in and around the intersection of Kempsville and Indian River needs review — specifically regarding the timing of the light series. During rush hour, it takes 12 minutes to go 400yds going south on Kempsville due to ill timing of the light pattern. I support the new scheme, but the timing is horrendous.
