Toyota 4Runner with PA tag parked at 9:50 am on 12th Street at Wood Street. Parking Authority van actually pulled up, got out, walked around and did nothing. This is a common problem...drivers squeeze into this 3-car lot and often spill onto sidewalk sending pedestrians (some with their children) into the path of oncoming traffic.
