I agree with the original poster - I've seen this happen many times in the past - cars waiting for passengers outside the bus stations parked in the bike lane even though it is clearly marked as no parking or waiting.

there are way too many cars on the road. they always drive threateningly and try to hit pedestrians. they don't even seen to care that they are using their vehicles as weapons

Taxis are another contributing factor to this area, as they do not properly use the space marked with signing on 10th ST. They often sit in the bike lane on 10th ST, many times also partially blocking the left driving lane as well. Per hte original post, there is plenty of sidewalk outside the bus terminal to re-purpose if necessary

Yes, and I think the taxis on 10th Street will be a continuing and increasing problem if not addressed. The bike traffic volume from Glenwood Ave and the Cedar Trail to downtown is only going to increase, and 10th Street is the only acceptable entrance point to downtown.

I think this issue could be easily resolved by placing the bike lane on 10th St on the south side all the way through downtown. It starts out that way from 7th St coming from North Minneapolis and works fine. The problems begin near Target Field where people on bicycles are instructed to merge across 3 lanes of speeding traffic, and then at 1st Ave N the lane becomes clogged with parked cars, requiring those on bikes to merge back out into the speeding 3 lanes of traffic. Everyone, driving or cycling, needs a system that is safe and makes sense; not one that ignores the issue and simply puts up some paint and signs. That doesn't work. Protected lanes have been proven to work everywhere else and they're inexpensive.

I agree with Jmpls. Excellent idea to put the bike lane on the right (south) side of 10th Street, eastbound. And preferably with a curb or some other physical barrier on the left to separare from motor vehicle traffic. BUT, this means that bikers will need to make box turns when they want to turn left onto First Avenue North, Hennepin Avenue, Nicollet Avenue, etc.. A box turn is where you proceed through the intersection, stop, and then wait for the light to turn before you proceed to the left. I have ridden in Copenhagen, which has a very safe and sophisticated motor vehicle/biking traffic control system, and it works. But it does require bikes to make left box turns, which usually means bikers have to wait from 10-60 seconds to accomplish the turn. If bikers want the safe dedicated lanes and barriers, then they have to respect them and not go cutting across the motor vehicle lanes on left turns. So to have a safe and workable system, bikers are going to have to change their riding habits on left turns.

Hoping to see SOME progress around the bus station to address conflicts among drop offs, taxis, through traffic and bicyclists. -- in form of signage, re-striping, new curbs, something.

No change in two years.. Chronic occurrences: Motor vehicles illegally stop to pick up and drop off passengers; and cabs park/wait in the bike lanes on both 10th Street and Hawthorne outside the bus station. This results in sudden and unexpected maneuvers by both motor vehicles and bikes. Either traffic control design needs to change or enforcement needs to be increased.

Please send an email directly tonminneapolis city council person Lisa Goodman - I did this recently and she said this was the first she has heard of this issue. If more people write directly to her and advise if this issue and the safety concerns it raises they may take action. In my email I asked why enforcement could not be enhanced in this area and why temporary cones could not be installed to prevent people from even pulling up to the curb. Also email Simon - the Minneapolos bike coordinator to express concern about this!

This issue has been going on for two years - yes it's an every day occurrence - every hour of the day!!

The condition continues. It is a bus station. People need to drop off and pick up people. Making it illegal to so does not stop the behavior. The only option they have is to park in the bike lane. The auto pick up and drop off, for regular vehicles and cabs, should be on the north side of 10th Street. Bike line should be on the south side of 10 street. If those changes are made then people would not be parking or standing in the bike lane.

Traffic Control is aware of this. The city uses this area as a bike lane. We have allowed a parking area/drop off area on 10th for the bus company. Using Hawthorne is a violation.

I'm glad to see this posted. Another issue is Target Center valet placing parking cones in the bike lane. That's damn annoying.

Correct me if I am wrong, but I don't think there is a legal method by which a motorist can drop off or a pick up a friend or relative from the bus station, either on the southbound lane of Hawthorne or the eastbound lane of 10th street. If that is the case, then motorists WILL violate the "No Stopping" sign by stopping or standing in the bike lane. What other choice do they have? Bus passengers need convenient access to and from the bus station. So I think this is a traffic design issue, not a traffic control/enforcement issue. There are re-design options to create methods for pick up and drop off without conflicting with bike lanes. I would be happy to speak with any of the public works/traffic design specialists about options.

There is a designated taxi stand at this location - however the taxi's use it but several of them also pull up right to the door area and park in the bike late - the city needs to install those temporary orange markers on the line between the driving lane and the bike lane - this would prevent cars from pulling up to the curb area entirely - they could easily be removed in the winter months for plowing reasons. Traffic enforcement should literally be stationed here all day long and write tickets - the city would make a fortune. The taxi drivers are very aggressive - they have approached me a few times asking what I'm doing when I attempt to take a photo to submit to 311 - asking who I am and what I'm doing - they know they are in the wrong but they continue to block this lane for 5-15 minutes at a time until they get a fare.

For what it's worth, you should make sure to take this up with the taxi companies as well as the city. Obviously, that doesn't solve the issue completely, but when I have dealt with them in the past, taxi companies tend to be eager to respond when they hear that their drivers are breaking the law. I have seen a different area that I frequent actually get better after I started to report the taxi drivers to their employers, when reporting it to the city did nothing because the taxis would be gone before traffic enforcement would get there. (and they couldn't be bothered to enforce it regularly)

There continues to be chronic drop off and pickup of bus passengers on Hawthorne Avenue, forcing bikers into the car lane. Based on my use of the area, there are cars stopped in the bike lane 30-50% of the time. (I typically come by at 5-7PM). Per comments above, this appears to be a traffic design issue that could be addressed.

Does Public Works have a position/plan?

Yeah, that's one of the biggest issues with this site. 311 has a really strange definition of the word "resolved." They seem to think that when they report something to another department that the issue is resolved. We as residents don't think the issue is resolved until, you know, the problem is resolved, or at least until we get some real information back about what is being done.

311 is a joke. They don't care. They close tickets and don't fix anything.

They also literally lie about things being resolved when they aren't. I have had multiple tickets closed where I went back and verified in person that the thing 311 reported as being gone was still there. This city needs a new enforcement process and everyone at 311 needs to be fired and replaced with someone who will actually do their job. The only way I've ever gotten any traction is by actually having to go bug the city council reps about things because this service is a complete waste of our time and the city's money.

Still frequent stopping and parking in bike lanes. Ticketing is not a solution. It is a bus station and people are going to drop off and pick up friends and relatives and cab fares. Bike lanes need to be separated from the drop off and pick up areas.

Agree with mabbiker - I still see numerous issues here. I commented on this back in April 2014 and issues still continue on both 10th street and Hawthorne. Literally drove by near end of rush hour tonight in right lane on Hawthorne past a car parked in bike lane outside bus station - car turned off, no head/tail lights or hazard lights, nobody inside. Clearly the enhanced traffic control monitoring is not effective enough. In the end, additional monitoring is only a classic passive & reactionary approach, versus instituting a more long term proactive & preventative deterrent. Plenty of space there could be utilized better for adding needed temp drop off/pickup area for cars, and/or adding better physical barriers to bike lanes (I.e. Delineaters).

This has been a consistently commented and reopened issue for almost 4 years now. Apparently need to wait until an accident/injury occurs before alternative design solution gets embraced and executed?

There are more frequent occurrences of cab drivers waiting for fares in the bike lane on 10th Street. That forces bikes out into the car lane. Cabs need to park back about 100 feet of the corner to be in their designated spot. This appears to be a compliance and not a design issue because there is a good place for cabs to wait and it is well-marked. The other chronic problem, which is a design issue, is that there is no place for people to drop off and pick up friends/relatives on Hawthorne Ave. It is a bus station and that is what people are going to do. Having a No Standing sign is not realistic or effective to prevent pickups and drop offs at a bus station. And when that happens the bikes are forced into the car lane. There needs to be a designed and safe pick up and drop off location on Hawthorne.

Still strongly recommend re-design/re-stripe/re-post to address chronic problems forcing bikes out of the bike lane and into motor vehicle lane. There are safer options at minimal expense..

I bike by here every morning for work. Between 40% and 50% of the time, there are taxis our cars stopped. Either place physical barriers to prevent this or get MPD out there writing tickets, because enforcement has unfortunately not been effective.

Cars often stop or park in bike lanes on Hawthorne and on 10th, forcing bikes into car traffic lane. That is an unsafe condition which continues. Restriping or redesign of intersection needed. Placing pylons to prevent or discourage cars from going into illegal stopping spaces would be a good start and likely would be inexpensive.

Diane, the city cannot "allow" parking in a bike lane - parking in a bike lane is forbidden under Minnesota statute, which pre-empts local control and local ordinance. "Allowing" parking in the bike lane is illegal.

Ward, there is no overnight fix for this, i think. people are going to pick up and drop off, and Traffic Control cannot babysit one intersection all day. realistically, it's an engineering problem, which will take time, political will, and money to fix

I am willing to participate in the process to find an engineering/traffic control plan fix. I have worked downtown for 29 years and expect to continue for the foreseeable future so I would be committed to improving the safety of this location.

Is there a specific time of day (rush hour, etc.) that this occurs?

I drive or bike past that location nearly every work day between 8 - 9 AM and in the evening between 5 - 8 PM in the evening. I don't observe other times of day. Perhaps 50% of the time there is a cab or other car on 10th Street parked in the bike lane between 8AM - 9AM. I don't notice the 10th Street situation in the evening. For Hawthorne, I don't see an issue in the AM. In the evening between 5-6 PM, I see that some regular car is dropping off or picking up friends from the bus station about 25% of the time. Hope that helps. I have suggested pylons or something physical. That would help on 10th Street I think because the cars just need to stay back from the intersection and pylons would direct them to do the right thing. Hawthorne is a little more difficult because there is no place to stop in order to drop off or pick up passengers without obstructing bike traffic, car traffic, or both. The sidewalk area abutting Hawthorne is wide enough that you could design a pull in type drop off. That might involve eminent domain. I don't know. But the fundamental problem is that motorists are going to drop off and pick from a bus station. I don't know if any amount of signage or enforcement will change that fact. That is why I think re-design is the only permanent solution. I am pretty sure Mpls has some smart P.E. traffic engineers that could work on this. Thanks for considering the issue.

City is aware

The original issue was reported in April 2013 and nothing has changed in 5 years - this is very odd that. I wonder if we all start sending messages to Mayor Frey asking for help with this issue or at least a response from someone with an explanation why this issue continues and seems to have an easy resolution to it - put in some temporary barricades of some kind to prevent people fro pulling up to the curb in that location.
