I believe the initial reporter is referring to the intersection of White Bear & California. Cars exiting Walgreens onto White Bear Ave can only travel SB. In order to go NB, they make a u-turn at White Bear & California.
This creates problems because cars making a u-turn cross both NB lanes to make the turn. If they make the turn improperly or if another car is coming out of the adjacent business (Arc) parking lot and turning right onto NB White Bear Ave, then they end up trying to occupy the same lane.
