Not certain whose responsibility it is from start to finish. And frankly, I'm amazed the City and builders haven't been sued for the excessive development in a swamp causing flooding and SEVERE DAMAGE to houses and property, both new and old. Besides the excessive development in an area that had development restrictions:

Utility company clears trees to prevent them from falling on the lines-->
Leaves the tree branches in the ditch blocking drainage-->
Drainage blocked causes flooding-->
Flooding causes roadway and personal property damage (for homes NOT IN A FLOOD ZONE)-->
Flood waters cause cut limbs to grow into additional trees-->
Additional tree roots decrease ditch depth-->
Utility company clears twice as many trees and leaves them in the ditch, which, really, is no longer a ditch...do you see the problem?

There was a Green Line established to prevent the drainage and flooding issues EACH AND EVERY new subdivision built below the line, and EVERY established residence and property as a consequence of the encroachment, is experiencing. The City is more interested in receiving tax dollars than ensuring that the homes built contrary to both the City plan and numerous studies by engineers and environmentalists. I sure hope someone who bought one of the new flooded homes in the sandpit has half a mind to sue.
