Apparently the people who live here don't understand that these cans are for recycling only because they have packed them full of regular garbage. The city garbage pickup won't take it, I guess because it's in the wrong type of containers, and the recycling service won't take it because it's obviously not recycling. Meanwhile, it's about to be summer, and it's a health hazard and makes 13th Street look terrible. The landlord needs to​ makes sure the tenants use the cans properly, or he should be fined.
