This is by a vacant lot that is for sale and the entire roadway area is full of pine straw, leaves and branches. The owner of the lot is not cleaning this area at all and has neglected it for years.

Yes. A crew cleaned up right in front of the drain and then the street sweeper came by a couple weeks later and cleaned up all the other pine straw and leaves in the street. This is an empty lot that is for sale and the owner just lets the garbage accumulate.
