Tickets for noise violations go to the city as its a city ordinance.

All traffic ticket revenue goes to the state of CT, except for $10. Contact your state legislators, they might be looking into ways to change this.
Howard/Sea could probably be improved through traffic calming, such as neckdowns, chokers, and tabled intersections. The intersection has seen its share of major collisions, and it isn't particularly friendly to cyclists or pedestrians.
