Yeah, this is ridiculous. It's been like this since the fellows from Dominion replaced some of the utility poles. I guess they figured they didn't have to finish the job they were being paid for. Nicely done, guys. This is a broken leg waiting to happen ... or a dog falling down there and dying. Lawsuit, Richmond City government!!
