This situation with a possible illegal business at 3208-3212 Ellwood Avenue has been formally reported to Richmond Zoning so that proper inspection and handling can take place accordingly. This is happening today! The guy is sitting in a rocking chair that is sitting on the white line dividing the road and parking lane. This is NUTS, how can this guy impede traffic and run a business on the sidewalk?! He is blocking the sidewalk with lounge chairs he is selling. It is impossible for someone in a wheelchair to pass on the sidewalk.
Can someone PLEASE address this problem? It has been almost a YEAR since this was first posted!

He is impeding traffic, blocking a public sidewalk from walking/wheelchair access, running a business on a public space without a vendor license/permit (technically, one needs a permit for a yard sale and he is running one every weekend, not just 1-2 times a year), he is not paying taxes on his proceeds from this business. There is a long list of laws he is bending/breaking.
I will call the police next time he is out.

Nope, it has not been resolved. I am starting to wonder if this guy uses the yard sale as a cover to sell "other" items....otherwise why try to sell a handful of leftover laundry room items every weekend?
Unsure why the city or property management won't do anything about this as it is a straightforward business being run on a city sidewalk. I guess that is how Richmond City Govt rolls.
