power washing the public dirt road for an extended period of time - the noise is awful. the power washer blocks the road. this happens more often than i care to disclose. is it a disturbance because it sure is annoying? is there a reasonable explanation for power washing a dirt road for 2 hours at a time? can this activity be stopped?
