I'm afraid there is no violation of any city ordinance here at this location at this time.

So just because it's not a violation, it can't be cleaned up? Can't a city crew clean it? It would appear to be city property.

I will check with our Public Works Department, but typically there are thousands of situations like this throughout the City. We simply do not have the resources to clean up every such situation on our more than 1000 miles of streets. We do have a sidewalk maintenance program that handles structural issues like broken sidewalks or tree root problems, but general cleaning and maintenance is done normally by abutting property owners. I will see whether there is any other maintenance going on nearby and if possible we will try to do something, but it will likely be a low priority effort considering the backlog of structural sidewalk issues we are grappling with throughout Raleigh.
