The City of Virginia Beach has resolved this issue

I believe the crew sent to investigate this issue may have looked at the wrong manhole. The manhole in question, and potential undermining of the sidewalk, is located between 1872 and 1876 Chelsea Green Dr. The manhole is in the grass between the curb and sidewalk on the property line of these two addresses. I believe the city crew investigated the next manhole down where there is a storm drain.

A work order for repairs will be generated for the basin at manhole between 1872 and 1876.
