The dirt bike and atv riders are pretty careless, driving from curb to street and without stopping much at all. I saw them jsut miss a lil old lady walking around the corner and then the same atv rider also just missed a pickup truck driving down Federal Street. The police cannot and will not persue these "kids" because if the suspects are injured or killed during persuit the Philadelphia police dept. can be responsible. The cops have their hands tied behind their backs until one of these "kids" kill themselves unfortunitely.

This continues multiple times a day in spite of having called the police a number of times on parked dirt bikes.
