Description
This is a reopening of an issue the City keeps dodging. Previously Raleigh responded, "Raleigh police officers are sworn law enforcement professionals however the courts and statutes have long held that a police officer has to witness a violation..." That's the problem. RPD are giving a pass to big V-twin bikes with no mufflers - clearly visible.

Status of mufflers are not regulated, noise/sound levels are. As previously stated, posting loud noise issues to SeeClickFix is not effective. We will alert RPD but continually posting loud motorcycle issues to this website does not provide opportunity for police to respond.
The officers are correct in that a noise level measurment(s) is necessary for a charge to be upheld in a court of law. Again, posting a complaint to SCF does not provide opportunity for police enforcement. Closing issue in SCF.

§ 20-128. Exhaust system and emissions control devices.
(a) No person shall drive a motor vehicle on a highway unless such motor vehicle is equipped with a muffler, or other exhaust system of the type installed at the time of manufacture, in good working order and in constant operation to prevent excessive or unusual noise, annoying smoke and smoke screens.

OK thanks Meesh. Reporting loud motorcycles via SeeClickFix does not exactly provide a means to enforce the statute since SCF does not operate in real time. Best bet to actually address the problem of loud motorcycles is to call 911 or alternatively the police non-emergency number at 831-6311.
W'll leave this in acknowleged status if the purpose is purely discussion, and we'll also remind RPD. The facts remain that an officer still has to observe and take sound measurmenents in order to issue a citation for a violation of the city's Noise Ordinance.
