Cameras, as such, will not help much. It is all too easy to get away with things with just a camera taking pictures of such things, and with no light to trigger it, the camera will do no good.
Also, studies show that cameras are best described as being a gimmick by the camera installation companies, since they install them at no cost and get a portion of the take from the tickets. All they are are a never ending source of revenue to the camera companies.
