Description
Traffic is once again blocking the box because the traffic lights seem out of sync with each other.
By that I mean, Mass & 3rd is green, while Mass & 4th is red. And the otherway around in the opposite direction. Both are green at the same time for about 20 seconds, while the other 40 they are out of sync when there is no other place traffic could be coming from.
Similar to issue #712467.
