I've referred this to our Public Works Department. When the staff has had a chance to respond I’ll post an update. Thanks for reporting.

Per Public Works: The damage is located in the driveway portion of the sidewalk and is the property owner’s responsibility to replace and maintain.

I would like to keep this issue open until it can be confirmed that the property owner has been cited and required to make the necessary repairs.
