That's nearly impossible to know, we're not the gestapo, though some would certainly accuse us of that. :-) I'm not so concerned about ticketing because if simple education fixes the problem (if it's a problem at all like you suggest), then great-- a cleaner neighborhood. But the issue really is that it's sitting there all weekend now.

JCIA picked up, the recycling wasn't placed at the curb correctly (mixed and some bags weren't clear).
