Description
The water department did some work, and the patch on the East side of the road in the bicycle lane is several inches elevated above the road. Could easily cause an accident, as bicycles must swerve to avoid it, and it's hard to see it coming.

In the meantime, forwarding this issue to your local elected official and your neighbors can also help. Some elected officials in Philly (and many in other cities) are actively monitoring their districts so they can step in and help take action on issues of major concern, but many of them don't know about this technology yet.
