Turning left from Harwood onto Moody/Pearl is nearly impossible, especially during afternoon rush hour. Two traffic lights feed into eastbound Moody (one from Field and one from Harry Hines), and one or the other is constantly green, so there are always cars coming from the right, making it difficult and dangerous to turn left onto Moody. The problem could easily be fixed by adding a delay between the green lights (e.g., when the Field light turns red, have a 5-10 second-pause before the Harry Hines light turns green, rather than the Harry Hines light immediately turning green).

I'd imagine this would be a particular problem for cyclists, and could be a pedestrian safety issue as well. Have you considered forwarding this to the local cycling/pedestrian coaltion?
