8/21/2013 - Thanks so much for your communication with Richmond City government. This situation has been resubmitted for review/consideration by Richmond Solid Waste Mgmt Team. Solid Waste had noted that as a rule of thumb they do not collect construction debris/construction material in the bulk/brush program. These type items have to be hauled to the Hopkins Road Dump by citizens or contractors themselves. However in this one particular instance, Solid Waste Mgmt has agreed to remove the concrete pieces since this is evidently an illegal dump pile on City Right Of Way Edge.
Also respectfully, please make sure you are placing descriptions of the problems in the description area of SCF ticket building and not the Property Search info because the Description information migrates to our subsystem for workorders and these Management Teams will need that problem detail information to assign work to the laborers. So if there is furniture needing collection, please use the description area to do so; if there is brush needing collection please do the same. True, Code Enforcement concerns require and exact address however Trash Bulk/Brush concerns can be investigated using intersections and block address too.

Thanks @RVA Care Warrior; great to see someone actually reading the comments and replying to them! And thanks, too, for the clarity in explaining the situation.
However, I'm not sure what to make of this: "please make sure you are placing descriptions of the problems in the description area of SCF ticket building and not the Property Search info." I'm guessing you mean that what's in the subject line should also be in the description field?
The issue I see (aside from reps not reading the comments) is that when I find that there is "trash" in my neighborhood that isn't mine, I'm going to submit it to the "trash/bulk pickups" in SCF. If it was my own trash, I'd haul it to the dump, but that's not the case when I'm reporting neighborhood trash/debris through SCF. I have no idea what the city will or won't pick up. If issues like this should go to "Code Enforcement" it's hard to do that because there is no "Code Enforcement" issue when I look at the SCF options as a citizen. I don't know it's illegal dumping because it could be the homeowner just leaving trash there.
Also, I think you need to reevaluate your stance on exact addresses for Code Enforcement. We as ordinary citizens cannot always find/see an exact address. But if you're going to send an inspector out in any case to actually issue a citation, I'd say that 95% of SCF issues without an "exact address" are written accurately enough to get someone to within a few yards of the actual issue.
