It is often difficult when turning left out of York ave on to Circular St because parked cars cause a visual barrier to on coming traffic. One has to inch out into road to see if cars are coming.
In winter it depends on the day of the week due to alternate-side parking. In summer, it's very hazardous, especially in watching for traffic from the right.

We residents of the neighborhood desperately need a stop sign at Circular and York. Currently, there are no stop signs between Lake and Excelsior and it is dangerous for pedestrians and cars alike. Lake Ave Elementary is just two blocks away and many families walk to and from school (including unaccompanied children). There are at least 12 children that live on Circular on these three blocks. In addition, there is quite a bit of neighborhood pedestrian traffic, including many people who walk to and from the neighborhood to downtown and to the Farmer's Market.
While it difficult to cross the street for a pedestrian simply because of the volume of traffic at key times (when children walk to school is when many people are driving to work, for example), the difficulty is compounded by the fact that a.) the hill makes it difficult to see cars coming up and down the hill (this is true for drivers at North and at York, as well as for pedestrians at those intersections). and b.) the volume of parked cars make visibility even worse. The first post about this issue, according to See Click Fix, was about two years ago, and many people are concerned. The police said they would "look into it", but it doesn't seem as if any thing has happened. They offered to post an officer at times, or try to catch speeders, but speeders are not the problem. The problem is that we need at least one stop sign and cross walk. Otherwise the cars are moving so fast and visibility is already impaired at McTygue, York, and North, that pedestrians and cars are often quite surprised to think it is clear and then find a car barreling down on them. There should at the very least be a stop sign at York, and perhaps a second one at North. This is a hazard for children and adults alike and we need attention to this problem. The solution is neither complicated nor expensive.
