Over the past few weeks, there has been an increasing accumulation of garbage, discarded furniture/illegal dumping, sanitation issues etc. There are likely people now living in this space. This is a situation that attracts rodents etc. and the fact that it is so close to a residential area with kids is a huge safety concern.
