The lack of frequent collection of public trash cans is a well-known issue in the city. Ward E Councilwoman-elect Candice Osborne is well aware of issue and plans to tackle the issue at the beginning of her term.
In other towns the garbage people would pick up the can of litter. The garbage would be picked up by the household garbage people. In the meantime, the property owner by that garbage dump would get a warning, then a fine. The can would not be removed under any circumstances. It would also be a can that would be difficult to use for domestic garbage because the opening would be small, and the top would NOT be removable. Here, the building owner, neighbors, etc would call NCIA which would come out and grab the can gladly. Less work for them.
The JCIA claims that they are warning and fining property owners and even going through the garbage to find mail so they can tie the illegal disposal to a resident. But to me this is single-minded. Adding signs/stickers to the cans indicating proper usage along with, as you say, a can design that prevents (discourages) large objects from being placed in the can, is desired. The HDSID has order the trash can "bonnets" as pictured here. We will hopefully be installing them within the next week or so. We have 10, which were ordered to place at the most problem areas within the district. Feedback from you all would help in the decision making as to where these would go.
Everything was collected. Litter receptacles are emptied twice a day and our trucks also empty them during the day when they are overloaded or people place their household trash by or in them.
