The shopping center is responsible for the dumpster and activities such as the festival that take place on it's property. Public activities like festivals generate tremendous amounts of litter and ultimately responsibility for cleaning it up and being a good neighbor rests on the owner. Littering is a crime defined by NC General Statute § 14‑399.
If the organization and individuals listed below are not directly responsible, is it their responsibility to police their lessees and use of the property?

The original complaint was "trash all down Chapanoke road" and "trash is blowing its way into the nearby neighborhood."
Is any component of this complaint related to the festival? or related to amplified music?
If so, I want no part of the complaint. The group hosting the festival and allow their property to be used by the community for soccer have just as much right conduct these activities as any other group such as a church, cancer fundraiser, or even home owners association. The lessees and owners of 421 Chapanoke may not be the best neighbors, but they were here first.
As to amplified music, sound travels far over flat land without many trees. It seemed reasonable and graciously stopped early. Many outdoor amplified entertainment permits near residential areas allow music until 11:00PM. At least one in downtown Raleigh near 1000's of residential units permits amplified entertainment until 2:00am. Yes... 2:00am. I appreciate the music ending early.
The City of Raleigh is not at fault. Why does anyone think the city is responsible?
The holder of the entertainment permit was required to clean up by the next morning and the property owner has similar responsibilities addressed in the previous post.
Waste Industries - owns the dumpster and presumably empties it as contracted and directed by their client. Obviously I don't know when is on Waste Industries agreement with their client, but these agreements usually prohibit overfilling the dumpster and make it clear they are not responsible for cleaning up around the dumpster. So... Can we also agree the liter is not Waste Industries fault?
After very short inspection, I found the dumpster over full again with bags of trash hanging out of the top. It is very likely that much of this trash will not make it into the truck and wind will blow it all over the place.
This is serious and intentional littering (maybe in excess of 15lbs). This is the problem. The attached image of the 421 Chapanoke dumpster was taken at 7:54PM 5/6/2013.

You are thus creating a dangerous situation in Raleigh whereby people might get so frustrated that they might do something they would not otherwise do (cue FBI, ATF, Homeland Security etc) remember COR you WORK FOR US not the other way around ...
