Sometimes these reports get pulled into cities' automated systems, at which point they are being handled internally. It doesn't necessarily mean that they are trying to "close out" the issue without actually fixing it, but that they've accepted the report from SeeClickFix/the app, and now you should call 311 for the status.
Hey Ben -- I'm sure it's automated or done by a disinterested person. But I and my neighbors have submitted this issue on this site, via email, phone calls, to commissioners, council members... People are frustrated.
