It is not too much to ask. Maybe you could say 'hello' and start engaging them as a person rather than a nuisance. A little respect goes a long way.

I never "engaged" her as a nuisance. I just simply ignore her requests for my hard-earned money.

And actually Casey, you need to bring it down a notch.....There are citizens that regularly give to her at that location without question. You are asking the cops to interfere with her livelihood? Jail and the legal system are going to be a better end...... Addiction Treatment seems the obvious answer, but, as I am sure you know, services are limited, and that step often takes psychological resources that just aren't present for her right now.
I agree that Bill S and other pan handlers should receive help through our tax dollars, we have resources for them locally to utilize. They need to go through the proper channels. Hope things turn around for you Bill Saunders!

Why has content by neighbor been "blocked by rejections"? It was fair to question what Bill Saunders wanted, who he is -- Could he be the one who owns and operates this site? How can content be rejected before it is posted? Where do these "rejections" come from?
Hey Neighbor, the same thing happened to me before -- inexplicable. I certainly have nothing to do with this site except being an occasional poster. I am a real homeowner, taxpayer, and almost 30- year denizen of this fair city. I am also familiar with this 'panhandler'. Google Casey and see what you come up with.... you may find it interesting given the 'complaint'
What is this site's policy about targeting private, vulnerable citizens. If you have one, you are negiigent. If you don't, you had better come up with one and adhere to it. Complaints like this targeting individual vulnerable citizens with police action have no place place here or anywhere. Shame on you all...

A few months ago people who were living the life of a homeless person testified at a rally as to the harsh realities of their lives spent trying to survive.
Some had been arrested on the Green or other places around town for vagrancy or similar charges, fined for their activities or held pending bail and were forced by the system to sell their food stamps to gain their release. This only compounds the distress of fragile lives.
Witness the death of Mark Cochran, the first client assigned to the City's experiment in setting up a LEAD (Law Enforcement Assisted Diversion) program to keep vulnerable people out of the criminal justice system and to deliver services instead. The program is well established in some cities like Seattle and Hartford, but not yet in New Haven.
The legal system is not prepared to handle the substantial needs of the mentally ill, those with addiction issues or the merely chronically unemployed. A new approach is needed, but is not in place.
We must not succumb to "compassion fatigue" and hope to hide the problems, rather than solve them.
Everyone responds differently to the people we see on the streets. Some days I give money; some days I don't. Sometimes I'll give a Dunkin Donuts card with money on it. Whatever.
Reporting an obviously distressed person to this site makes no sense.
We should collectively be demanding that gov't at every level provide community based housing for the mentally ill and victims of our periodic economic collapses, as well as those who are the victims of racism.

Asking for money is not against any laws in Connecticut.
If they are using threats or force, you should call 911.
If they are presenting a hazard by walking in the road, you can notify police dispatch at 203-946-6316.
