LATE AFTERNOON AS WELL. A PACK OF PEOPLE GOING TO THE PARKING GARAGE ON THE CORNER OF LADY & ASSEMBLY. THEY EXPECT THE CAR TRAFFIC TO STOP.

That's exactly what they expect and why they will get hit! They can't read or see what's going on due to wanting to get into their cars ASAP.
