This is a safety and health issue, and needs to be resolved sooner rather than later. The longer the city waits, the more crap accumulates on the sidewalk.

Last fall, an individual managed to fill the same sidewalk with his sleeping bag, a shopping cart, a mattress & a pull out sofa. Despite having around 5 trash cans on the block, he preferred to leave his garbage on the sidewalk rather than throw it away. There were cigarette butts all over the ground. Plus, he would urinate right on the sidewalk - couldn't even try to aim for the gutter.
