Many state-maintained roads are within the city limits. This is a common misconception that we try to help citizens understand. Think of Capital Blvd. It is a state maintained road that runs right through Raleigh. This does not mean that the City maintains it. Most city maintained streets are residential in nature.
If you go to this link, you can search for any street in Raleigh and the legend will help you determine whether the street is maintained by the state, the city, or by some private entity, like an HOA or a developer.
