This is not the first time I've seen this... riding bikes through the tobin has been occurring more and more. Not long ago someone was on the Everett Ave on-ramp late at night; the street lights were not working on the ramp and he did not have any reflectors. But, this would not be an issue of the city, this would be a MASS DOT or the state police issue.

The Tobin Bridge is not under the jurisdiction of Chelsea City Hall or Chelsea Police. It is under the jurisdiction of the MA Dept. of Transportation and the Mass. State Police.
