This is maintained by NCDOT. From the cones in the picture, it appears they are well aware of the issue and are working to repair it. You can follow up with them here: https://www.ncdot.gov/contact/
I believe the cones were left by AT&T since they had that turning lane blocked with at least four trucks the morning the storm drain cover was broken. I can't say that AT&T broke it since I did not see it happen but the cones look like all the other cones they are dropping around Raleigh during the AT&T/Google fiber showdown. Is the sidewalk not maintained by the city of Raleigh?
I have reported this to DOT twice but they have not responded and it is still a hazard. I was hoping you may know someone that could actually get this fixed.

It's literally blocking the entire sidewalk forcing us to redirect our baby stroller into oncoming traffic to get around it. Enough is enough. I would imagine that the city would have some maintenance responsibilities even with it being a NCDOT street (but not surprising that NCDOT doesn't care about sidewalks/pedestrians)

If it a drain cover on the sidewalk itself, then it is something the City of Raleigh maintains, as the DOT doesn't maintain sidewalks. The city has an online system for reporting such issues
