The point is the car hasn't moved for many weeks so the street sweeper can't clean there and no one can park there. For whatever reason, it should be moved. And it has never received a ticket that I can see.
Ok, fine, it's a security boots. As the the point of the complaint, the perpetually parked car is preventing street cleaning. Has the car been ticketed? Should it be towed. You know, enforcement.
Has anyone actually witnessed the sweeper go around this car and not ticket it? Maybe it's owned by someone who lives and works at Ralph's Tire Repair, and they move it to let the sweeper pass and park in the same spot.

I spoke with the Jersey City Enforcement Dept. They came to the area and stated this is there personal wheel theft lock
