People speed and drive the wrong way on this stretch. Can we get on a list for a curb bump out/ speed hump on Victory at the Rock Creek Drive intersection to keep people under 50mph ??

Yes it is, but on the opposite side of Rock Creek where it intersects with Victory is one way. Having a speed hump and curb bump outs just past Rock Creek on Victory would keep speeds down on the entire road, both the two way and one way stretches.
The map shows the location as #10 which is located PAST Rock Creek Road - Sparky.

I bought a house on Victory in 1973 - lived in it for many years, still have it and have been involved with the street since then. I still live in the neighborhood.
Folks intentionally drive the wrong way from Mountain Road onto Victory. It's well marked on that end and INTENTIONALLY disregarded. More signs won't help. Since 1973 I've had almost a dozen near misses with potential head on collisions from folks intentionally going the wrong way.
One time while going the correct way on Victory, I stopped and refused to pull over for someone who was going the wrong way. I almost got shot for my trouble.
I'm also not in favor of speed bumps on well traveled roads. They can cause more than one child's head to bump against the roof of a school bus. Speed bumps on well traveled roads probably cause as many problems as they solve.
As for more enforcement, of course I'm in favor of that. However, the police are spread pretty thin in New Haven.

Hi Sparks I have lived here for over 10 years and have never seen it this bad. I too have blocked people from same. I had a women yesterday tell me to mind my own business because I took a picture of her license plate while she was breaking the law and believe me she was old enough to know better. We can't be afraid to let these thugs creating the state of lawlessness that has now become our neighborhood.
I too do not envy speed humps, but these have proven to work and are not what they used to be and yes the police do what they can, but would much rather have them putting their efforts into stopping real criminals than the ignorant drivers, but will take what time they can spare.
Change is on its way.....
