SIGNAL TREATS BROADWAY AS PRIORITY STREET AND CONTINUES A FULL CYCLE AFTER 1 CAR PASSES. SIGNAL FOR TENNESSEE GOES YELLOW/RED AS SOON AS 1 CAR PASSES. TENNESSEE TRAFFIC IS IMPEDED WHILE BROADWAY HAS NO TRAFFIC.
