I believe the area in question is part of a city maintained alley. I have attached a screenshot from the Wake County iMAPS system. The red rectangles are generated by iMAPS and represent the property.
The alley that splits the property should be city maintained, and I have marked this area with a blue circle.

Your response on 5/26 is identical to your response on 5/22. Please have a human read my response on 5/22 and comment.
I am interpreting your response as "City owned alleys are not maintained by the City of Raleigh". Are you saying this alley is maintained by the DOT?

"ncsuwx" - correct, this is public right-of-way (ROW). Jurisdiction was never questioned as an issue, the issue is maintenance.
"DrGomek" - thank you for taking the time to talk thru this issue on the telephone. Much more efficient than everyone becoming frustrated with automated acknowledgements and the limitations of technology. As was discussed, we will close this issue in SCF. If neighborhood concerns come to pass that the adjoining business owners show any indication of utilizing this public ROW for personal or private use, please let us know and we will take care of that right away.
