the handicapped designated parking at the end of that very long ramp is often filled with autos without the appropriate designations. Where are Saratoga police enforcing handicapped placards? In front, where is handicapped parking?

The 2 handicap spaces in the lot on the corner of Phila and Henry (Caffe Lena's lot) are open to the public (I believe that this is based upon an agreement between the Library and Caffe Lena). Only the non-handicap spaces are privately rented.
