Is it any wonder in some cities they have vigilantes? This is primarily because the local PD enable the perps to continue their bad behavior through driving by, slowing down long enough to give a little gentle warning of, be quiet, then drive off.
It is not hard to surmise that Bangor PD quite simply are, useless.
