Thank you. If it helps, my observation is that the worst time of day is in the 5:30pm-6:00pm timeframe. Earlier in rush hour it still backs up, but usually there are enough left turners (from governors onto madison blvd or vice versa) to allow the right-turners to flow through within 1-2 light cycles. But later in rush hour when left turners are fewer, it can take 3-4 light cycles to turn right.
