How disgusting. My experience with the City of Oakland in situations like this isn't so good. I found a lack of interest in CODE ENFORCEMENT to do much of anything about sub-standard housing. The City Attorney is also very lax about taking landlords to court. Good luck in your efforts.

Actually, dumping on public property is a criminal offense. Someone needs to make a video of them in the act and file a complaint with OPD.

Illegal dumping is a misdemeanor that now has a significant fine, that's based on the amount dumped.
The Neighborhood Law Corps, working in the City Attorney's Office, are making cases against illegal dumpers. The City Administrator's office fines the offender. A complaint made to OPD would get forwarded to the NLC. These seeclickfix reports are being forwarded to the Neighborhood Law Corps by Public Works. They then contact the seeclickfix reporter.

The assumption that once these type of incidents are reports, they are professionally handled by the Neighborhood Law Corps. I have had a complaint of substandard housing being rented out in violation of the Oakland Municipal Code, the California State Health and Safety Code, and the California Civil Code for over a year. The official response from Richard Ilgen, lead attorney in the Neighborhood Law Corps, was, and I quote, "This is not important (referring to my substandard housing complaint). The substance of my complaint was that 85% of the windows in rental were broken out and boarded up and the property owner continues her rental business without even a City of Oakland business license. The result of the Neighborhood Law Corps total lack of action is that the property in my neighborhood continues to drop and residents rarely dare to walk trough the neighborhood.
